Joe Allen was taken by the Blues with its seventh and final pick in the 1999 National Draft. Allen was recruited from TAC Cup team Gippsland Power, his junior club before that was Garfield. He was the son of legendary Gippsland and VFA footballer / coach, and enforcer Peter Allen. After the completion of the 2000 Season, young Joe Allen would head back to the Gippsland region and play for Garfield and later Pakenham.
He did not manage a senior game for Carlton.
